We may or may not see further story development for MK11 beyond the additions of Aftermath that dropped earlier this year, but developers have left themselves plenty of room for ongoing expansion with the inclusion of Mileena and Rain. There very much seems to be a thematic place for Mileena here in MK11 given that her original creator, Shang Tsung, plays such a prominent role in the game's story and that her sister figure, Kitana, now plays a somewhat mirrored role to Mileena's empress status back in MKX. It seems developers have rectified this with a simple act by MK11's big baddie, the time-manipulating Kronika. The sinister sai-wielding assassin was indeed murdered at the hands (mouth) of D'Vorah in a particularly gruesome Mortal Kombat X story sequence, and thus would not technically be readily available to participate in the events of MK11.
Brought forward in the timeline by Kronika, Mileena has learned of her tragic future. Mileena is the product of Shang Tsung’s diabolical cloning experiments: a perfect blend of Tarkatan ferocity and athletic grace.
